Passing bug?

I´ve played many seasons in the same team and passing my was just unbelievable when it was about 4-6 points under maximum but when I upgraded it to 1-2 points below maximum I never succeed with my first 2 tries.

Has anyone else noticed anything like this or am I just out of my mind here?
