Instructions: Data -> Settings -> Engine.ini
Open Engine.ini as a text file (Make a backup too)
Mess your game up.
I'm surprised to see not much mention of this file being edited here as it can heavily affect the game works. Including making the AI Impossible to beat on hard and making it frictionless. Here is an example. (Remember to make a backup)

Oh, man, I've made a ton of mods to the engine, so Here's a simple guide:
MAXPARTICLES: Changes how many particles are allowed onscreen at once.
SHIELD_STANDARD: universal health.
HANDLING_STANDARD: universal turning speed.
ACCEL_STANDARD: universal acceleration.
TOPSPEED_STANDARD: universal top speed.
DRIFT: bigger numbers = more slippery. (1.00 IS DANGEROUS)
FRIC_---: How well a vehicle will drive on said surfaces.
COLLISIONCHECKSIZE: Don't mess with that...
DAMAGE_---: How much damage you take from ramming into so-and-so.
COMSPEED_---: How fast the CPU drivers drive depending on the difficulty settings.
WEAPONSPEED: controls how fast said weapons will travel.
WEAPONDAMAGE: controls how powerful said weapons are.
WEAPONTURN_MISILES: higher numbers make missiles more accurate.
WEAPONLIFE_BOMB: How long a bomb lasts before it goes KAW-BEWM!
WEAPONRADIUS_BOMB: controls how BIG the bomb's explosion is.
PADLIFE_---: How long until boost/weapon panels are active again.
NUMSTARS: How many stars appear in the background!

I've been tweaking settings for a while trying to get a good mix of hard and fun, this is my take on what this kind of racing's physics would be like. Also, less stars in the background (light pollution!). Well, it's not better, just different. Also, added Pit time, makes it more practical for repairs on longer races but also adds a bigger penalty for players who decide they can't survive for much longer.
