I have a problem with buying the game!!

When i do the card number and that stuff and press okey then it comes up a error message that sais registration declined!! :(

When that din´t work I tryed to call and pay by phone but that dint work either cur i din´t got an answer.. :x

Can somebody help me please?? :)
