Is there a way i can create the extra 3 teams, so i can run 2010 season in NSGP?

I think you can create the teams with the same methods that were used because now there seems to be support for 28 cars (14 teams). Though for tracks to support 28 cars, you'll have to edit them and add the appropriate tiles.

oh ill think ill wait frobbys mod then. How will they implement the new rules no refueling etc, can it be done?

Nope, those can't be included, perhaps they'll be in NSGP2. It's likely they will be since they're now a part of Formula One but I'd like to see things like refueling as a toggling option because, as Vettel said, it'd feel too much like a parade.

im going to have a go at overwriting the current teams with the new ones and leave the new teams out, for now.

Not if tyre choice and wear were made more critical. At present tyre wear seems to be negligible, and you can drive as long as you want on wet tyres in dry conditions.
IMHO tyre wear should be made more severe, and it should be impossible to drive in the wet on dry tyres.

I agree, I can drive with dry tires on wet conditions with a 2.5 handling car on Medium. It slips sometimes but it's very well playable.

Yep, i can't point you wich setting exaclty, probably something like
cTyrewear X where x is the terrain type
